The annual Text, Speech and Dialogue Conference (TSD), established in 1998, is concluding its first decade, having seen contributions from nearly 400 authors across 36 countries. TSD serves as a recognized forum for discussing cutting-edge technology and advancements in natural language processing, merging themes of speech technology and language processing. It attracts researchers globally, particularly from Central and Eastern Europe, aiming to foster collaboration among NLP researchers with diverse interests. This volume presents the proceedings from the Ninth TSD Conference, held in Brno, Czech Republic, in September 2006. Following a rigorous review process, 87 papers were accepted from a record 175 submissions, yielding an acceptance rate of 49.7%. We extend our gratitude to all authors for their dedication, as well as to the Program Committee and reviewers for their exceptional work in selecting the most relevant papers. Special thanks also go to the invited speakers, whose presentations offered valuable insights into key issues, applications, and techniques pertinent to the conference themes.
