Corky is a champion windsurfer and Shiner is still learning. Shiner has mixed feelings about going on holiday with Corky as he doesn't think he'll be able to cope with surfing at sea after only practising on the reservoir. However, not only does Shiner cope with the sea, but he joins Corky in rescuing a boy - an illegal immigrant - who has been abandoned on an offshore island. Together the boys outrun and outwit the men behind the immigration scam and secure the boy's freedom.
