Exploring the impact of privacy laws, this dissertation analyzes the balance policymakers must strike between enhancing user privacy and allowing websites the freedom to manage their data practices. Focusing on the EU's General Data Protection Regulation (GDPR), it reveals that while the regulation generally harms website revenues, the effects vary based on individual implementation choices. Additionally, these choices significantly influence user privacy outcomes. The findings offer valuable insights for both policymakers and websites in navigating the complexities of privacy law implementation.
