Als er zu einer Kapuzinerpredigt über den Schwarzhandel anheben will, schreit jemand: „Ein Schwein!“ In diesem Augenblick spaziert der Bürgermeister am Donaukai vorbei, doch es handelt sich um ein echtes Schwein, das mitten im Fluß auf einem Floß dahintreibt und schließlich auf einer Insel landet, die von den Fischers bewohnt wird, die hier den Regensburger Rettich anbauen. Die Insel ist „ein Stachel im Fleisch des Finanzamts“, weil sie nirgends registriert ist, offiziell also gar nicht existiert. Vor allem aber erweisen sich die Inselbewohner nicht nur als eigensinnig, sondern auch als renitent gegenüber der Naziherrschaft.
