Autor považuje studium veřejných politik za specifickou subdisciplínu politických věd, kterou charakterizují všechny přístupy věnující se zkoumání veřejných politik. Jeho monografie, zpracovaná z umírněných konstruktivistických pozic, shrnuje poznatky získané v explorační fázi výzkumu vývoje českého studia veřejných politik, které pro lepší porozumění zasazuje do evropského kontextu. Dospívá k závěru, že české studium veřejných politik výrazně nezaostává za studiem francouzským a německým, nicméně jeho dalšímu rozvoji paradoxně brání relativní úspěch jednotlivých přístupů a absence společné odborné komunity.

Práce se zabývá vývojem ČSSD a KSČM v prvním desetiletí 21. století (2000–2010), s větší pozorností věnovanou druhé polovině tohoto období. Autoři hledají odpovědi na dva základní okruhy otázek. Za prvé, jak se ČSSD a KSČM v uplynulém desetiletí proměnily, jak lze charakterizovat organizační změny uvnitř těchto stran a jak je můžeme podle charakteru změn klasifikovat. A za druhé, jak je možné sledovanou proměnu vysvětlit, jaké byly její obecnější i bezprostřední příčiny, jaký byl konkrétní průběh a načasování. Za nástroj klasifikace a vysvětlení si autoři zvolili teorii kartelové strany (Katz, Mair) a teorii tří proudů resp. multi-stream theory (Kingdon, Zahariadis).
