Publikace Základy odpovědnosti v novém přestupkovém zákoně č.250/2016 Sb. reaguje na zcela novou koncepci přestupkového práva v recentním právním řádu. V rámci přestupkového řízení došlo k podstatným změnám, které si budou muset osvojit všichni ti, kteří s přestupkovým řízením přijdou do styku. Zákonodárce zde reagoval na vývoj společnosti a rovněž na novelizaci trestního práva. V rámci § 12 trestního zákoníku, kdy je uplatňována zásada ultima ratio, která by měla přispět k dekriminalizaci některých jednání, která byla považována za trestný čin, přechází toto jednání do rámce přestupků. Vzhledem k tomu musel zákonodárce upravit jednotlivé instituty, jako je například ukládání trestů, dále musel reagovat na trestněprávní úpravu trestní odpovědnosti právnických osob a na výši ukládaných sankcí za přestupek. Předkládaná publikace by měla pomoci zvláště orgánům územní samosprávy, ale i orgánům státní správy, lépe se zorientovat v nové právní úpravě. Autor zde vycházel jak z dikce zákona č. 250/2016 Sb., tak rovněž z důvodové zprávy, která byla se zákonem předložena Poslanecké sněmovně Parlamentu České republiky.
