The Kyoto Protocol includes flexible mechanisms for cost-effective emission reductions, with the Clean Development Mechanism (CDM) being the sole mechanism that engages developing countries in global climate change efforts. The CDM aims to foster sustainable development (SD) in host nations. This study evaluates the CDM's impact on SD within the energy sectors of the West African Economic and Monetary Union (WAEMU), focusing on Benin, Burkina Faso, Niger, and Togo, while comparing these countries to Morocco, a leading CDM destination in Africa. Findings indicate that the economic potential for CDM in these countries is low, with a poor investment climate exacerbated by unappealing baselines for electricity generation. A cross-sectional survey of stakeholders examines prospective SD criteria for the CDM and analyzes small-scale CDM projects in renewable energy and energy efficiency, revealing a positive contribution to SD. Despite the CDM being a market mechanism, capacity development is not prioritized for least developed countries (LDCs), presenting a challenge due to their low CDM potential. To address this, LDCs could collectively raise funds to support CDM activities.
