This book explores the development of democracy and human rights in Azerbaijan, highlighting the relationship between these ideals and corruption. Given that oil is the country’s primary revenue source, how oil revenues are managed significantly impacts corruption levels. The Western oil industry's response to Azerbaijani corruption is a key focus. In-depth interviews with 20 leading opposition politicians provide valuable insights into their perceptions of the Western oil sector's operations in Azerbaijan. Reactions to allegations about the oil industry vary, with some viewing them as unfair or false. However, perceptions are integral to the Azerbaijani reality that the oil industry must acknowledge. The study illustrates how individuals can unknowingly become enmeshed in a culture of corruption. Some interviewees attempt to normalize this phenomenon by contextualizing it within Azerbaijani history, while others strongly condemn it. The findings reveal a growing unease among the populace, with fears that the anticipated oil wealth will be mismanaged by a corrupt elite that is consolidating its power. Comparisons to other oil-rich nations serve as a cautionary tale, highlighting the potential consequences of entrenched corruption.
