This legislative study describes the new approach of the international plant quarantine system following the implementation of the Agreement on the Application of Sanitary and Phytosanitary Measures adopted in the framework of the Final Act which incorporated the results of the Uruguay Round multilateral trade negotiations. It demonstrates the renewed importance of the International Plant Protection Convention, which has now become the established instrument used for drafting plant health standards recognized by the World Trade Organization.
