The book explores the critical role of metagovernance in successfully implementing sustainable development goals (SDGs) established in 2015. It draws on governance literature and examines societal factors across various countries to propose a framework for effectively designing and managing SDG implementation. This analysis highlights the interconnectedness of governance structures and societal dynamics in achieving sustainability objectives.

‘Transgovernance: Advancing Sustainability Governance’ analyses the question what recent and ongoing changes in the relations between politics, science and media – together characterized as the emergence of a knowledge democracy – may imply for governance for sustainable development, on global and other levels of societal decision making, and the other way around: How can the discussion on sustainable development contribute to a knowledge democracy? How can concepts such as second modernity, reflexivity, configuration theory, (meta)governance theory and cultural theory contribute to a ‘transgovernance’ approach which goes beyond mainstream sustainability governance? This volume presents contributions from various angles: international relations, governance and metagovernance theory, (environmental) economics and innovation science. It offers challenging insights regarding institutions and transformation processes, and on the paradigms behind contemporary sustainability governance.This book gives the sustainability governance debate a new context. It transforms classical questions into new options for societal decision making and identifies starting points and strategies towards effective governance of transitions to sustainability.

Public managers can, to a certain extent, choose between various mana- ment paradigms which are provided by public and business administration scholars and by politicians as well. How do they find their way in this c- fusing supermarket of competing ideas? This book explores how public managers in Western bureaucracies deal with the mutually undermining ideas of hierarchical, network and market governance. Do they possess a specific logic of action, a rationale, when they combine and switch - tween these governance styles? This chapter sets the scene for the book as a whole and presents the - search topic and the research question. 1.1 Problem setting Since the Second World War, Western public administration systems have changed drastically. The hierarchical style of governing of the 1950s to the 1970s was partly replaced by market mechanisms, from the 1980s - wards. In the 1990s, a third style of governing, based on networks, further enriched the range of possible steering, coordination and organisation - terventions. In the new millennium, public sector organisations seem to apply complex and varying mixtures of all three styles of what we will - fine as governance in a broad sense. This development has brought about two problems.
