Jean-Pierrie Ilibagiza is a highly trained and resourceful Rwandan intelligence agent sent to South Africa to infiltrate the Department of International Relations and Cooperation (DIRCO). Unknown to his handlers in Kigali, they bought into a false-flag operation staged by South Africa's State Security Agency to arrest Yves Akayesu, a war criminal Rwandan General wanted for the deaths of three South African soldiers killed while deployed to the Democratic Republic of Congo.
