Focusing on the impact of public action, this work explores the effectiveness of public policies in enhancing quality of life in Uruguay. It employs neo-institutionalist theories, examining foreign policy through a rational choice lens and assessing reforms from the New Public Management perspective. Additionally, it evaluates human capital returns using econometric models. The final section applies Kuhn's paradigm theory to analyze productive innovation policies, highlighting the interplay between theoretical frameworks and practical implementation in shaping public policy outcomes.
