Autor využil túto skutočnosť ako východisko pre svoj psychotriler a podarilo sa mu vybudovať zlovestný a strhujúci kriminálny príbeh. Luxusný výletný kolos, ktorý sa plaví po šírom oceáne, je vlastne hotové malé mesto so svojím mikrokozmom, no bez polície. Ak sa tam stratia pasažieri a na lodi ich nenájdu, vyšetrovatelia predpokladajú, že spáchali samovraždu a skočili do mora. No keď sa zrazu stratený pasažier po dvoch mesiacoch objaví na lodi, to je už iný prípad.
Policajný psychológ Martin Schwarz prišiel pred piatimi rokmi za mysterióznych okolností o ženu a syna. Stalo sa to počas ich dovolenky na luxusnej zaoceánskej lodi. Martin je odvtedy psychicky na dne a vrhá sa ako utajený vyšetrovateľ do najnebezpečnejších policajných akcií, kde mu neraz ide o holý život. Keď sa dozvie, že na lodi sa objavilo dievčatko s medvedíkom jeho syna v náručí, ktoré zmizlo pred niekoľkými mesiacmi, neváha a vyberie sa na loď.
Príbeh Pasažiera 23 sa opiera o jedinečný nápad. Sebastian Fitzek našiel miesto, z ktorého niet úniku, ale kam sa ani nikto tak ľahko nedostane. Páchateľ teda musí byť na lodi a vyšetrovateľovi zostáva len málo času, aby ho našiel. Autor hneď od začiatku rozohráva viacero zápletiek, ktoré mu umožňujú udržať v celej knihe vysokú hladinu napätia. Nebol by to však Fitzek, keby nakoniec nebolo všetko inak.
Ilustrátorka komiksov Linda sa utiahla na ostrov Helgoland, aby unikla prenasledovaniu bývalého priateľa. Po príchode si uvedomí, že nie je sama, a v panike uteká von do blížiaceho sa orkánu. Román je napínavý a plný nečakaných zvratov. Hlavní protagonisti, Linda a Paul, sú silní a vynaliezaví, odhodlaní zastaviť psychopata.
