Mazarin (1602-1661) ne fut pas seulement l’inquiétant arriviste à l’accent italien qui profita de la Régence d’Anne d’Autriche durant l’enfance de Louis XIV que nous a légué une certaine légende, ni non plus la cible des mazarinades durant la Fronde. Il fut aussi, comme le souligne ce livre, un très grand premier ministre, parachevant l’oeuvre de Richelieu, qui avait été son protecteur et le désigna comme son successeur. On lui doit d’avoir achevé la guerre avec l’Espagne et avec l’Empire, la réunion au royaume de l’Alsace, de l’Artois, du Roussillon, de la Cerdagne et du sud du Luxembourg. Il sut aussi s’entourer de ministres remarquables Fouquet, Le Tellier, Colbert qui formeront l’armature de la haute administration de Louis XIV. Bref, il prépara le règne exceptionnel de ce dernier.Il n’y eut pas ainsi un seul « grand cardinal » mais bien deux, et cette biographie menée de main de maître par le grand historien qu’est Pierre Goubert le rappelle avec éclat.
