A comparative analysis of the Holocaust and the Allied strategic bombing campaign against Germany and Japan during the Second World War. Far from equating the latter campaign with the Nazi murder of the Jews, and conscious of the unique features of the Holocaust, draws attention to striking parallels in the psychological, organizational, and scientific-technological factors that contributed to the adoption of these programs for mass killing of civilians: dehumanization of the victims, bureaucratization of the process, rationalization of the killing, etc. Compares the Holocaust to other forms of genocide, especially in the 20th century. Reviews scholars' opinions on the nature of genocide and total war, and the place of the Nazi destruction of the Jews amongst them.
