Research on youth unemployment indicates a consensus that ambitious program goals have largely failed. This paper aims to analyze the case of the Federal Republic of Germany to determine why these programs, established since the 1970s, have not succeeded. Evaluating employment market policies requires an understanding of the broader context of modern professional society; neglecting societal and historical frameworks can lead to program failures. The paper will examine both political efforts and the characteristics of contemporary youth within a globalized information society, which has transformed into a society of immigrants. Germany's history of youth employment support dates back to the Weimar Republic, providing a rich basis for longitudinal analysis. The alternation between conservative and social-democratic governments post-war allows for a comparison of the effectiveness of various political schemes. Additionally, the restructuring of social policy after Reunification and initiatives like the JUMP program in 1999 highlight significant developments in youth policy. A socio-scientific reflection will evaluate the success of job market policies while suggesting improvements, necessitating comparisons with other EU member states. Given Germany's dependence on EU policies, it is essential to include perspectives from countries like the United Kingdom, Italy, and Austria in this analysis.
