Here, the politics of multiculturalism are explored using Canada and Germany as examples. The book demonstrates that multicultural inclusion and exclusion create problems both in relation to institutional power, and in the definition of citizenship. The crucial question is who is in charge of defining the relationship between individuals and groups? Can a group claim individuals of a certain descent? May a group impose duties on an individual, in addition to those that are inherent in citizenship? Can a group reject membership claims? Can citizenship be, or should it be, defined differently for different groups? The volume poses these questions broadly enough for answers to emerge.
