Boyd Hakluyt, an urban planner and transportation expert, is called to Ciudad de Vados, one of the world's most modern cities and the capital of a fictional Central American republic known for being the "most thoroughly governed country in the world," where peace has reigned for two decades. This peace is now threatened as more rural inhabitants flock to the metropolis in search of work and shelter. Hakluyt soon realizes that urban planning is merely a pretext for implementing rigorous new routes and renovations aimed at eradicating slums to keep the city "clean." He discovers that he has been enlisted as a tool in a political struggle. As he uncovers the strategies behind this power struggle and understands what "thorough governance" truly entails, he comes to recognize the crucial role his work plays in the unfolding events.
