This book constitutes the thoroughly refereed proceedings of the 9th International Conference on e-Infrastructure and e-Services for Developing Countries, AFRICOMM 2017, held in Lagos, Nigeria, in December 2017. The 19 full papers, 12 short papers and 5 workshop papers were carefully selected from 81 submissions.
