In this sequel to An Honourable Man, Former CIA Agent George Mueller arrives in Havana in 1958 to look into the activities of Toby Graham, a CIA officer suspected of harbouring sympathies for the rebel forces fighting the unpopular Batista regime. Under the cover of their long acquaintance, Mueller is recruited to vet rumours that Graham is putting weapons from the CIA into the hands of Castro's forces.
