Utilizing Dorothy Smith's feminist theory, the author emphasizes "lived experience" and its socioeconomic context to analyze the ideological underpinnings of these documents. The study highlights discrepancies between expert narratives and local understandings of community, particularly in the wake of the 1990s fishing moratorium.
