The object of this text is to provide law enforcement personnel with concepts, procedures, methods, and techniques which can be used in planning for peaceful assemblies, prevention of civil disorders, and restoration of order. Theories, principles, and practices suggested for consideration of law enforcement agencies in their plans for prevention or control of civil disorders take into consideration due regard for the law, public safety, and the preservation of human dignity. It is anticipated that the material contained in this publication will increase the reader's ability to serve his country and its people. The prevention or control of civil disorders is not an exact science. New and better concepts are continually being developed. Those presented in this text are considered worthy of mention. Common sense and sound judgment are necessary in the application of any concept. Because of political, psychological, sociological, and judicial differences throughout the world, the reader must adapt and modify the contents of this text to the condition of the particular country in which he serves.
