Muscat, economic adviser to the government of Thailand and former chief economist of the Agency for International Development, offers a relatively balanced account of the US aid program to Thailand, and role of this aid in Thailand's economic development, internal security, and relationship with the US. Unfortunately, he ignores such embarrassments of US policy as the forced marketing of American tobacco products upon an undesirous population, although he does note the inclusion of tobacco products among America's "food" aid.
