The once safe and happy coastal city, Seaside, has become dark and violent. Try as he might, Police Chief Lloyd Morgan has been unable to cut out the cancer eating at the community he loves. His job is in jeopardy. At precisely this moment, when his full concentration is vital if he is to save his job, he falls in love with a woman totally beyond his grasp. So, while he struggles to find some miracle to save his job, perhaps solving a murder thought to be an accident, he also struggles to free himself from an unrequited love -- even seeking the help of a hypnotist.
