When Baltimore police sergeant Myles Miller arrested serial killer Phineas Crane, he thought that was the end of the Metro Mutilator. Now, one year later, an ambitious FBI agent needs Miller's help investigating a copycat targeting federal agents, and he wants Crane on the case too. In desperate need of government funding, the Police Division need a win, but working with a serial killer could damage their already fragile public image.
