As a Transversal Action under the European eLearning Programme, the Open e-Learning Content Observatory Services (OLCOS) project aims to foster the creation, sharing, and re-use of Open Educational Resources (OER) in Europe and beyond. OER encompasses teaching and learning content, software tools, services, and licenses that facilitate open development and re-use. The OLCOS road mapping work provides decision makers with insights into current and future OER developments, along with recommendations for addressing challenges. While these results can inform policy and institutional planning, strategic leadership is essential for promoting the uptake of open educational practices and resources. OER plays a vital role in policies aimed at enhancing education and lifelong learning within the knowledge economy. However, OLCOS stresses the importance of innovating educational practices, cautioning that merely delivering OER within the traditional teacher-centered model will not adequately prepare teachers, students, and workers for success in the knowledge economy. The report calls for fostering open teaching and learning practices informed by a competency-based framework, acknowledging that this transition will take time and require sustained efforts from educational leaders.
